Screen flickering randomly when playing in windowed mode

I've been having this issue recently where the screen will randomly flash while doing anything, playing, in menus, etc. It doesn't start until loading into a map. I have removed all mods, deep cleaned cache, verified integrity, reinstalled the game, and reinstalled graphics drivers with no luck. This does not happen when in borderless or fullscreen modes.
