If you're in the level editor (F11) and you've moved some static objects around, you can save the level with Ctrl + S (or go to File > Save level).

Saving props/vehicles is a little more complicated, it involves opening the level editor, selecting the object, scrolling down to the bottom of its properties, and checking off CanSave, then saving as I said above.

I think that the most straightforward thing to do here is to follow Nadeox1's Introduction to scenarios creation. You'll be able to save your stuff plus create a scenario around it if that fits. If not, it will still familiarize your with the only tools I know of for saving and loading object placements.

What do you mean by "check off"? Is it so that there is a check or there isn't? Also, if you save the level how can you find it and launch it?
