    I have a 7th Gen i5 7500T CPU at 2.7GHz
NVIDIA GeForce GTX 960 (D3D11), 2002 MB VRAM
    32 GB RAM (31.9)

I can run my game at 60-91 fps on max settings when the car is idle. But as soon as I reach a certain speed, the game starts slowing down. It got all the way down to 16 fps. The framerate gets better as I slow the car down. That was on Johnson Valley. I tried loading another map and got 25 fps. Though having an 7th gen i5 rather than an i3 it made the game a bit faster though. If I load a map with max settings, it doesn't take as long to load.

Thank you. Seems like I'm not the only one experiencing that issue. I get similar issues on other maps too. I could be just sitting still on West Coast USA or any other map and get 25 fps. What is the best hardware to run beamng on at max settings and with traffic? I realized when I was running it at some of those higher framerates, I had to display scaling turned up. I was thinking about getting an RTX 2070 and ani7 6700 or better. Is that good enough to run at max settings with traffic enabled on career mode and scenarios, or is there something better?

Traffic will by default scale with your CPU capabilities, so a better CPU will spawn more traffic vehicles at once, meaning the framerates will stay as-is.

If you want traffic and better performance, you will need to change the traffic amount Option from automatic to a precise number.

Every time I try to move a slider or change a setting, it takes forever to even do anything. And the game freezes for a long time. I can't even tune anything on the car like this. And why is my framerate all over the place?

"Max settings" is a subjective thing. You could tell the game to spawn 200 traffic vehicles and that would be impossible to run in any computer sold today. You could manually adjust dynamic reflections to the maximum settings and would put even top-end hardware in serious trouble.

When I say max setting I mean Graphic settings on ultra with Dynamic Reflections enabled, but with the Update rate on the lowest settings and normal amount of traffic as you would see in Neilogial's, Camodo Gaming's Videos and so on. Would the RTX 2070 be good enough or would I need a better card. And what would be the best CPU (i7 and i9) to use for beamng?

Depends on the map and amount of vehicles. For a single vehicle and an average map it's probably good enough, yeah. I'm not familiar with Intel CPUs myself so i can't tell about that though, sorry.

Why is the menu so slow? It takes forever to move a slider as well as change graphic settings.

The UI backend we use "CEF" (a barebones Chrome browser, to simplify) is really troublesome performance-wise, but there is no viable alternative that we have found that doesn't kill mod support or other various drawbacks.
