Need help creating a license plate skin

Hi guys... I'm wanting to create my own license plate skins, you know, to get into modding and whatnot. Just wondering if there's a template type thing that I can use, or a tutorial even. I'm new to modding skins on games other than WoT (World of Tanks). Any help would be appreciated

 

You dont need a template really. All you need to do is set up your canvas to have demensions of 512px wide and 256px height.
