Motion blur in screenshots

Hi all. Uh, how do you create motion blur on images? Do you edit the images afterwards, or in game?
For instance, image below, you can see the wheels are turning and the dramatic effect of excessive speed.

Have you checked the sliders in photo mode I know there is a bloom slider and others!

 

I have just been working on this myself with help from these You Tube videos.
