Missing sidewalk textures - East Coast USA

There seems to be missing textures (transparent) along the side walk on the East Coast USA map, this issue is seen in one location of the map and is not on any other parts of the town. The location of this street is adjacent to the main road that runs along the top of the valley with the cement wall and the town gas station. It seems to be a missing texture as you can drive over them just like you would be able to if there was a sidewalk texture there.

I have tried the following troubleshooting:

• Cleared cache
  
• Verified the integrity of the files
• Reloaded the game
