License plates creating lag

When in the config menu and changing options on a vehicle, every time it refreshes to show the new part on the vehicle it will stutter for a second and then let you continue to put stuff on or drive the vehicle. I noticed when getting rid of the plates all together, front and back, I have no issues whatsoever afterwards.
I narrowed it down to the text loading in on the plate creating the lag. This does not happen when respawning the car (i.e crashing and resetting) only happens when swapping parts out on the car. I have had this issue for a few years now.
