So, I was monitoring my GPU in BeamNG. I noticed that all of the time my GPU was running at <50% GPU usage. My game was also running @ 20 FPS. Could this be because BeamNG is HEAVILY dependent on the CPU instead of the GPU? And can BeamNG be optimized to use more of my GPU? (My CPU is a Dual core, which could be definitely keeping my framerate lower. I monitored my GPU usage via MSI Afterburner.)

If you press j and go into free camera (along with max settings) and move around and you usage goes up you will know, or if the fps drastically increase when you pause physics with j.

If you press J and your FPS goes up, then your CPU is bottlenecking the GPU. I think there are ways to improve CPU performance such as overclocking it, but if your GPU is only running at 50% then you could make the settings higher until it runs at 100% and you shouldn't lose any FPS since the video settings (I think) don't add any load to the CPU.
