Is the low amount on GPU usage normal for West Coast USA?

Hello Everyone,

I get round about 60 fps on WC USA and 120 on Utha.
But on Utha my GPU usage is at 100% and on WC USA only at 60%.
(without Traffic)

Specs:

CPU: R5 5600g
Gpu: RTX 4060
Ram: 32GB 3600mhz

I hope somebody can help.

thanks mate i sometimes need to restart bcs vulkan is eating my ram like nothing for no reason but i got now way more fps
