Depending on the workload, ram can have some fps boost, if not by much or at all depending on your hardware as well.
If you're planning on running more traffic e.g. more than 12, you will benefit from the 32gb ram.

There is no point in upgrading to 32 GB if your system never uses more than the 16 GB you have now, i have 32 GB but i have never seen a game use more than 16 GB.
You would be better off upgrading your CPU and GPU since both are weak.

might want to consider reducing the number of start up apps you have in task manager (Make sure you have the full view and not the minimized view by clicking More details on bottom left)> Startup
and disabling apps you dont need like Spotify, Cortana, Microsoft Edge, Phone Link, Update (discord), LGHUB, etc

No! You only have an i3. 32gb ram is for people with 8+ cores who want to spawn over 16 ai cars in any map, at this point, the ram becomes the bottleneck. If you’re chilling with an i3 with 8 cars 16 is just alright

yea then your cpu becomes the bottleneck, and you might get stutters.
you could however save up a bit more and get a new cpu, mobo and ram, then get the gpu. do take note that the gpu you get must not overwhelm your cpu's workload (so maybe a i7-3770 may work well with GTX 1050 but not RTX 4080 etc, but a i7-13700k would work with almost all gpu except say 4090 at 1080p/1440p or even 4k), and that you need some cpu headroom to spawn more vehicles.
