I am very intrested in making a mod. I want it to be a realistic car with working lights and everything do i have to model all this myself? And what is an average hours per a good car mod just to know if i would have time for this.

Depends on your skill/experience with 3d modeling, jbeam, texturing etc ...
I'm pretty sure you can't use a model you don't own without permission.

Many many many hours. Requiring good modelling, texturing and JBeaming skill, each taking alot of experience to acquire.

Let's just say the short answer for a beginner is. A long time...

...especially if you've never modeled before and need a while to learn how, that skill isn't something you can just pick up and expect to be very good at right away. Than jbeam isn't the most easily understood concept for most people.
