In Scenario - Panning Camera w/ Right Click on scenario win

    If you are holding down right mouse button to pan the camera while you win or fail a scenario, the mouse control isn't given back to you. To fix this, you should force the mouse to be visible and unlock its position when the win/loss UI for a scenario comes up.

    yeah also happens when you press ctrl + e to spawn a vehicle. Has been a bug for awhile.
