Here’s the idea. When starting a new thread in the “Mods” section, there’s a message that says you need to have a decent amount of progress to start a thread, with a box to tick. Because everyone’s had enough of people starting threads with no progress, and I’ve had enough of those people behaving rudely. And if the message is on the whole screen and you need to acknowledge it, rather than some random sub-sub part of the site, more people will at least know.
