I can't scale

I can't scale
In the editor - I can move and rotate, when I press the "Scale" button, the "Scale" control blinks and disappears. It is not possible to make a scale. I see that people have had this problem before, but didn't help them.

 

In object select mode try to press "3".
1 - move
2- rotate
3 - move

 

1 - yes
2 - yes
3 - no
