   I got another question, how do I apply changes to the vehicle in the "mod vehicle" tab? Selecting a part doesn't do anything for me...

   It's a bug that slipped in 5 minutes before the update went public. It is already fixed, along with many other bugs recently reported, and a hotfix update for them will be release later today.
