Some of the vehicles have steel wheels with hubcaps on. However, there is no option to remove these hubcaps, which is contrary to some of the things I saw, such as past versions listing hubcaps as a separate removable part, and screenshots of vehicles with plain steel wheels. The wheels labeled as steel wheels are unusually large on cars such as the Pessima and Covet, and they do not look like steel wheels. How do I remove the hubcaps?

When you go to the Part selector (CTRL + W), scroll down till you see Front Suspension and/or Rear Suspension. Click on Front Suspension and/or Rear Suspension, scroll till you see Front Wheels / Rear Wheels, click on it and there should be a part called Hubcaps. Click on Hubcaps, then scroll up till you see empty. I recommend trying the basic Ibishu Covet. Also, try to get to know the Part selector. Also, welcome to the forums.
