I imported a heightmap into BeamNG,
but it acts like asphalt, no matter what material.
    How do i change this?

Terrain Painter editor. You will have to name the paint layers with a specific name. Check out how the official maps are done.

It only works on the normal terrain, not on my heightmap surface.

    heightmap surface = normal terrain

Maybe your is a mesh surface, an object. That's not an heightmap surface. In that case, you can't change groundmodels for static objects yet.

I imported my heightmap into the grid map and applied the grid map sand material on it.
