Go to the environment menu, then scroll down and go to where you see “Gravity” and click on the “Zero Gravity” option, then click on it and then you should have 0 gravity after.
Except you can literally pause the simulation, rotate the object in the way you want and then unpause the simulation? The editor is decoupled from the simulation.
or you press one button and there you go. you'd still have to deal with the wheel having momentum if you go to zero gravity.
Zero gravity is NOT disabled gravity. If you want to disable gravity, then the correct answer (as given above) is to press J and pause the physics. This will allow you to move, rotate, etc objects on the map without them being affected by gravity.
