How do I manually enable/disable mods via files?

I had a handful of mods but after disabling them all to find a culprit mod causing issues, reenabling just soft-locks the game with a loading icon, I can't do anything or click on anything. The game is still technically responsive, however, the main menu backgrounds still fade, Steam still says 60 FPS in the corner, etc. (hence the term "soft-lock").

Was wondering if there's a way to enable my mods manually via files instead of clicking one at a time in the menu.

In your mod folder, open the db.json file and change upload_2023-9-1_23-6-7.png to true on whatever mod you want to enable

Basically there is supposed to be a button that allows you to deactivate/reactivate all the mods at once (at one time I had that too but since I installed BeamMP the problem disappeared (then I uninstalled Beammp because it's literally the buggiest thing in the universe)

I know but reactivating them all with that button was soft-locking my game.
