A couple things usually happens. There's other potential issues but these are the most common ones:
    • The heightmap isn't a power-of-two size. (512x512 and etc)
    • The heightmap file should be put here: C:\Program Files (x86)\Steam\steamapps\common\BeamNG.drive\content
    • The heightmap file isn't named "heightmap.png"
Try those, if it doesn't work follow below:
If you can, upload your file here and take a screenshot of your console when the game gives you the error (default key is "~")

I have put my height map to Documents\BeamNG.Drive\levels

Also I have had it quite random names, it loads it fine, but that is heightmap for a terrain, not sure if there are heightmaps for other uses or maybe they have changed path and name requirements during the years so now it works with other paths and names too?

I've always subscribed to "if it ain't broke, don't fix it" ideology. I know that the way I organize and place heightmaps works, so I'm not really inclined to try and change it even if such stringent methods may no longer be required. :p
It's the same logic as why I don't bother with generated terrain textures. Painting textures by hand takes longer, sure, but it's how I do it and it just feels, imo, more rewarding knowing that every square inch of the map was made by you. :)
But regardless, my heightmap method may be antiquated but I know for a fact that it always works.

I've put height maps in both locations with success. Relatedly, I do have to admit having map files on the documents side of things
is much less painful when it comes to updating changes.
