HELP! Bad Lag on Dry Rock Island

I'm gonna start off and say my computer is more than capable of handling Dry Rock Island, It's been a favorite for a while now. Ever since the new update (0.3.8.1 it wasn't fixed in 0.3.8.3) I've been having some serious lag on DRI, I opened up the console and saw this



I noticed that everytime the console updates the frame updates. FPS is probably around 4-9.

I did a little experimenting and noticed that if I look away from the vehicle in free cam the lag goes away. I tried using stock cars and mod cars it still causes lag. The vehicle doesn't even have to be visible to cause lag.
