GPU not Responding error message

I've played this game for almost 3 years now and it has never crashed on me once, until recently while playing with traffic ai it crashed for the first time. i didn't think much at first and tried launching it again but ever since that crash i could not launch the game. It pops up a gpu not responding warning.

Things i've tried:
Verifying the integrity of the game files
updating gpu drivers
checking which gpu is the game using
deactivating all mods
removing all mods

none of which worked unfortunately. The game can now only run in vulkan which is less stable for me and causes flickering and reduced fps.

What GPU? did you try launching the game in safe mode from the launcher?
