GIMP Problem/Question from a newbie

I wasn't choosing the right layer for the selection.
I'm quite a noob

Hi all, firstly I don't really know if this is the right section, if not, move this thread. I recently installed GIMP and started some image editing. I have a problem tho:

• I make a layer from an image (we'll call it Layer #1);

(Layer #1)

• from that layer I want to make a new selection;

• I create a new layer (layer #2) and I copy-paste and anchor the selection to the new layer
• Now I want to create a new selection from Layer #1 which is this light;

• I make a third layer (Layer #3) and I copy-paste and anchor the new selection of the light to that layer;
• It doesn't work… The layer is shown, but there isn't what I selected

Can you help me with this? It's making me quite frustrated.
