Game speeds up at certain points on the dirt track in west coast USA?

I have noticed that on a specific point on the track my game glitches and speeds up (I think). this will also cause my audio to cut out for a second and my computer to stutter. The video I attached shows the problem, however, I encourage you to repeat this yourself as the video does not do justice. I muted the audio because I was playing music. I switched to safe mode and the issue persisted. this is a very odd glitch but I hope this helps.
