SOLVED Game 'slows down' for seemingly no reason

For a while now I've felt that sometimes something was 'off ' when driving around tracks and courses, but thought nothing of it because when I searched the forums for issues resembling mine, I could not find anything and chucked it up to me being crazy. But when driving around today I got a clear example of it happening and clipped it to ask if anybody else had experienced it and if there was any fixes.

However when writing this post I saw a disclaimer to try using safe mode to make sure it was not mod related, I did and lo and behold the issue was gone.

Or so I thought, after posting this and deleting all my mods the issue still persisted, even though in safe mode it did not.



The issue starts at about 21 seconds near the end of the drift, where the game slows down and cars start to feel floaty and sluggish. This clip is with mods.



Here the issue is happening intermittently and the car visibly slows down and feels sluggish. This is after deleting all mods

I will attempt to reinstall the game and see if that helps. (UPDATE: It did not)

 

This seemed to fix the problem, I completely deleted my user folder witch im guessing is akin to clearing cache and the issue has not happened since. THANK YOU!!!
