Game Crashes with traffic spawned after 5 minutes

Hello!

I would like some help with this issue. When I run traffic and I spawn in more than 2 cars the game freezes then crashes. I'm met with a error that hasn't been reported since 2018, and isn't anywhere on the bug fixer. The error code is "0x00000001". I've checked the CPU power but it runs 3.6 Ghz, and I just upgraded from 16 GB of ram to 64 but im still getting the error message. Iv'e Reinstalled the game multiple times and cleared the cache, and i'm clueless on what to do next. It continues to get worse to sometimes it will crash without traffic rarely. I've also received a few "Windows Firewall" messages and GPU has failed messages that come up randomly.
