recently AMD released as an open source software the DLSS competitor FSR 3 They made it so people, modders and indie developers could have FSR 3 on any game they wanted with just some coding and game making knowlage. The thing is that not only it will work on most gpus of AMD but it will work on RTX gpus too (GTX gpus are not supported officialy but since it's an open source software maybe in the future someone will modify it to make it support GTX gpus). This would be a great addition since it will boost performance and not sacriface image quality.
I did not think of this on my own, Car_Killer mentioned it a while back. But I too did not consider this
Well technically it doesn't depend on Vulkan or DX11, but they have to add motion vectors to their renderer. Which they already confirmed as WIP. I'd especially love the FSR 3 Native AA mode, which applies the upscaling algorithm to the native resolution image. It's the equivalent to Nvidia DLAA.
