Frame Rate Trouble

    Sometime before 0.36 or so I was getting around 65-90 fps on west coast usa in the vulkan render with the settings in the screenshot. Most recently I've been getting 48-62 fps. It's a little less with Gavril MD-Series. I tried adjusting some of the settings and now I can't even get to 30 fps in west coast usa even though it's at the same settings as in the screenshot now.
    I tried in Safe Mode and it made no difference.

    GPU: NVIDIA GeForce RTX 2070 SUPER
    CPU: Intel Core i5-7500T 2.70GHz
    RAM: 32 GB
