Fps capped at 60fps

Even though my monitor hz is set to 75 and I have a capable laptop to get more than 60 its still capped at that frame rate.
Ive changed the game's setting from the nvidia control panel to set it to 75 fps and changed the power consumption settings. I don't know what to do right now.

My laptop is
HP Pavilion 15-DK0016NT
It has
NVIDIA Geaforce GTX 1650
Intel(r) Core(tm) i5-9300H CPU @ 2.40GHz.
16gb ram

 

Only thing i know of that caps the fps to 60 is v-sync in the games display settings, but since your on a laptop i dont know if the setting still exists

 

pretty sure the vsync option is disabled

 

Is FPS limiter on in game?

 

tried it both on and off and realized that it wasnt 60 fps but just unstable fps lol
