The way to fix it is to remove collision from the fence object and lay down a very tall, narrow, invisible mesh road corresponding to the dimensions of the fence to act as a collision mesh. I don't consider this a very high priority bug though, because it is BeamNG after all, and scraping a fence will wonk your steering and ruin your rally time even if you don't get stuck.
i was thinking of doing something like this, i wasnt sure if you could make mesh roads vertical, but yea i forgot about removing fence colisions
