Failed to create user directory

    I've been moving around my files and now the game doesn't want to make a user directory
    here's the error

    I am on latest version
    I have tried running steam and the game on latest
    I have changed startup.ini
    I have reinstalled twice
    this is happening on 2 of my computers

    yes, multiple times
    I just did it again and it found some broke files though, didnt fix it
