First, if you haven't already, disable dynamic reflections. Then, disable SSAO and turn the shader and lighting quality down to medium or lower. Beyond that there is reducing grass density, however, that may not change anything depending on the map

Interesting, I have the same specs and I can run 2 cars with dynamic reflections and all that at 30 fps. Have you tried clearing cache, safe mode, or a clean reinstall?

Step 1: Close every programm running in the background. Especially Chrome, Steam, Discord
Step 2: Open Taskmanager and set game priority to high

Turn off shadows and you can run BeamNG with very low spec CPU, number of lights and objects is related to how heavy shadows are on CPU, if you have GPU power and get weird lag spikes, shadows are very likely reason.

Addition to that, keep SSAO and dynamic reflection off and almost anything can run normal details. Going lower than normal detail level is not making too much of improvement at least in my system.

Press F11, on right type level info to box, find visual distance and lower it to something like 800-2200 if you want to keep shadows on.
