I was wondering what the size and Download time of the game is, because I don't have a huge data limit (I have 60 GB but my family burns through it fast, it barely covers the month, not to mention the $20 a GB over) my internet speeds are about 5mbps maybe 10mbps. ?

Download is about a gigabyte via steam. Steam supports pausing and resuming of downloads (even resumes from previous state after shutting the machine off entirely) so time is a null point. Should only be half an hour or so assuming steam gets 100% of your bandwidth (which it won't).

If you always go over your 60gb and it costs 20 dollars per GB over you go, surely it makes more financial sense to upgrade your plan.

    400 for a 60gb 5mb/s plan. Absolute rip off. That shouldn't even be 100.

Same in the UK is probably only about £15-20 a month.

CPU will run the basic vehicles just fine. T65 and t75 will be problematic for it, possibly moonhawk and h45 cargo box too but they should be playable. It is a low end CPU when the game prefers a nice high end one.

GPU, low end. Passmark score is only 50% higher than intel integrated graphics. For 30fps at your displays native res, you are going to have to turn the graphics settings down.

10gb of ddr3 is plenty. Its also a very weird amount to have. Hard disks don't impact the game besides loading time and determining if you even have the space to install the game...
