disk drives are mechanical, they do suffer genuine mechanical wear and tear through usage, doesnt help that their gears are usually low quality plastics that wear quickly. While you could vacuum it, its pretty safe to say its a busted drive, they dont last forever. Not like anybody needs disks these days.

tbh, I am dumbfounded that a guy could question dust, and then not try clearing the dust out himself... otherwise theres nothing you can do

Rip the disk to an ISO and use windows native ISO mounting tools?

This is probably the best option for OP.
Its not like they are expensive. You can probably pick up several for under $10 used, or you could buy a new one for ~$15.

Well since your disc drive is probably going out anyways, you can just take the chance of getting a little bit of moisture in it. It's not like its much water anyways. If you want to be sure you can spray a little bit of alcohol in it like Bräkklen/brake cleaner or isopropanol. It will dissolve the moisture and make it evaporate with the alcohol. But beware as it might dissolve any oils or greases used in the bearings.
