Disable random police pursuits

    Is there a way to disable random police pursuits? I'm trying to drive around with the a.i traffic on and cars start trying to flee from me at random usually causing a head-on crash. I'm not driving a police vehicle so I really don't understand why they are doing it. Never had this problem before.
