deactivated mods not disappearing from freeroam menu

since around 0.19.x (I don't remember) when I pick freeroam, I always have a map with no info and is blank with no picture.

I have that and I have cleared out all the mods I have with them but they stick around the gladiator I had installed that I have since deleted is still locked in there, for me its cars and not maps

 

try remove the mod from the mod folder

You just need to restart the game. It worked for me.
