creating configs/managing mods takes...longer than it should?

i've had this issue ever since using version 0.19 or so
after loading vehicle assets for the first time in a session, saving any custom vehicle config during gameplay takes up to 3-6 minutes on a good day, and deleting/adding/deactivating any repo mod takes slightly longer
i know it's because that folder is in use and it has to shuffle things around, but on older game versions and with a slower hdd, it never took longer than 30 seconds (even when i had over 300 active mods)
weirdly, saving a default vehicle happens almost instantly
i have 150 active mods, and 181 in total (all zipped), totaling roughly 6GB
