To start off, I tried editing one using GIMP, but it just gave me an error for all colormaps but not anything else, so I'm wondering how I can fix this
Well first u need to copy it to a different folder like ur desktop because when its in a zip file you can't edit it. Then try using GIMP again, but if that doesn't work then some good alternatives are paint.net or photoshop
What does the error say? I think maybe you might need to rename it since paint.net might confuse b.color.dds as a filetype, so maybe just temporarily rename it to just .dds and then change it back once ur done. But it works for me though so I'm not too sure

Well I have it already, unless I did something incorrectly --- Post updated --- I extracted the file and put in the plugins folder so tell me if I did something wrong
GIMP does not support the compression level that most BeamNG .dds files use. You have to get paint.net or Photoshop to edit them. Normal maps should work fine in GIMP however, as they use BC5 instead of BC7 compression. BeamNG themselves recommend Photoshop to edit .DDS files, but I've been using paint.net since the very beginning and it's worked fine.
