cant use UTR Voltaire rims

when im trying to spawn donk moonhawk, street tuned h-series, and street tuned bastion, moonhawk and h series spawns with base steelies, bastion with sport wheels, and i cant even put them on every car! cleared cache, what mod can cause this problem? in safe mode it was okay.
