Try disabling the Steam overlay in the properties.

Overlay can't be really disabled, option just makes it not appear, but overlay starts right when you hit play button.

Problem with my Win 8.1 is that BeamNG UI crashes because of Steam overlay, so can't run game via Steam at all.

It used to be possible to delete or rename Steamoverlay64.dll or whatever that was, but then Steam made changes and now Steam overwrites all of it's own files constantly, so you can't effectively disable overlay anymore.

When it was possible to disable Steam overlay, it was easy to find out how that .dll caused severe performance impacts with some games, they 'fixed' issue by making it impossible to do such performance tests as they made it impossible to run games via Steam with overlay disabled.

So, I run game without Steam, that is only way I have found out being possible, problem is on Steam's side of things and they are too big and ignorant to really fix their buggy software (sorry Steam, but that is how it is).

As Win 8.1 is only something like 2% or less of total users, issue is not going to go away.

CEF is used by Steam client and other likes of Steam client, many games use CEF too, also BeamNG, access violation can be related to that if it is same origin as my trouble with launching game via Steam.

On other hand, it can be because folder permissions, but I don't know how Steam could be affecting that, only if some antivirus or similar software is being triggered by Steam launching the game.

That error usually means that something is blocking the game from running correctly / accessing the paths it needs (like the userfolder).
Should have nothing to do with Windows 8.1

Please check that your antivirus is not blocking the game by mistake.
Do the same for any similar programs you might have, and that could affect other programs.

He can run game fine directly from folder, so my money is on some antivirus or Steam doing weird things.
