Can't convert specifically DDS normal maps to PNG, JPG etc

Trying to convert the bolide tire normal map to png so i can do some quick editing via paint 3d and i can't convert it (and presumably any other normal map) to png or any other file type. all the converters ive used are telling me the conversion failed and idk why

 

BeamNG uses a DDS variant that’s really tough to convert using random sites (trust me, I tried).
The best thing would just be to install paint.net and then export the file as png.
