Can't access Script AI

When I press F10 nothing appears at the top of the screen and the tools button is nowhere to be found. The only thing pressing it does is put the yellow circle things on the road. I've tried messing with the ui settings but nothing works

I had the same problem. Try deactivating/removing mods and restarting, that worked for me.
