The problem is not how to make the textures. That i do know. However, the only program i know how to model things with is in sketchup and i don't want to learn blender because of inconvenience issues, but it doesn't mean i can't learn.

So, can i use sketchup to make road signs and implement them into BeamNG? (as non-solid, static objects?)

Yes you can, you may need a plugin to export to .DAE
I think by default collision won't be active.

I have no experience with Sketchup, Hope someone else can help you more

The short answer is yes. The long answer is that Sketchup is not the best program to use for creating 3D objects to export to BeamNG. A collision is possible but it requires you to have half a brain to create it. I made a tutorial to do this, I can link it for you, and I tried to make it as easy as possible. Texturing wise, you can simply pick a texture from Sketchup and then use the paint bucket tool to paint the texture on. You can also create your own texture to use.

Alright, i did some learning and i could make simple objects with semi-decent collisions. I'm planning on using textures from this: https://commons.wikimedia.org/wiki/Category:SVG_road_signs_in_Russia, of which some of the textures are under the CC BY-SA 3.0 license.

So if i use the textures in my map, i know i need to credit the author and provide the link to the original file in a text document or something. Does this mean i need to release my road sign models under the same license as well?

And also, can i use the Sketchup textures in my maps? Sorry if they sound like stupid questions, but i'm the type of person that really wants to know what i'm doing first.

I also can't contact the author of the textures, because i don't have a wikimedia account or something on the likes of that. Do i need to contact him before using his textures in my models?
