Camera stuck in ground, movements do not work.

Hello, i am trying to get help to fix an issue i have ingame on my copy. - The camera is stuck on the ground and i cannot move it, also besides the loading screen gets stuck when a map is finished loading, so i need to press F5 which just gives me another problem.
Please give me help.

 

do you have any mods installed, and does it still do this if you run the game in safe mode?

Update, it actually worked perfectly on safe mode. It's the damn mods.
