Buildings Missing In West Coast After Update

Just updated to the latest version today with the new bus in it. I went to play on West Coast, USA and noticed a large portion of buildings are missing. I deleted the level file and verified local files on Steam to have it re-downloaded. The buildings are still missing with a fresh level file.

The only other thing I can think of is I changed the time of day and clicked 'Resave Everything' in the world editor. No buildings were missing right when I did it, that was yesterday before I updated.

 

Have you tried clearing the cache? That should fix it.

 

No I haven't, where is that option?

 

It's one of the buttons on the launcher when you start the game.
