Binding buttons???

I have some problems with binding button combinations, for example "+" and "page up", i just can't bind it like "ctrl" and "e", does anyone know how to it?

 

I'm entering control menu/set controls, then press "+" near the command, that i need to bind, and nothing heppends, but sometimes i can bind only one button, not combination, and sometimes, after changing cars or restarting of game, binds crashing, it started with last update.
