Alt + enter to get off fullscreen
    f11 to get into editor

it is self explain pretty much from there
Better learn how to edit maps first (use the ones that came with the game), later you will possibly learn to make a map yourself.

1st icon on the top left (2nd icon line from the top) is adding meshes- houses, etc.
2nd is to shape the ground, you will sort that out.
3rd is to paint the ground, like grass and stone. Use the pre set "colours" from original maps- they are useable, and it is not easy really to create your own.
4th is to set textures- nothing for you if you just wanna make maps.
5th is the leaf- the flora painter. self explain
6th is the road maker. look around and you will find out how to make a road. (as of yet roads behave like the paint beneath them (3rd), so if you want asphalt, use the preset groundmodel_asphalt beneath the road.

Also the editor tends to eat some little more FPS, so i advise you to turn off your shadows, but that depends on your rig.

The Torque 3D tutorial/walkthrough on the Garage Games website should be your first stop when learning to make maps. Tons of info.
