So, in BeamNG I get 45-60 FPS on any map, but on EastCoast USA I get random lag spikes for no reason (about 1 evry 5-10 seconds) I don't get it because my hardware is pretty up to date and can run ARK on High settings 30-45 FPS

    SPECS-
    GTX970 4gb
Intel i7 6core 3.3GHz (not sure witch one)
    16gb of ram

This is just of the top of my head

Have you tried clearing out the cache using the launcher? Make sure your cpu speed is steady and your gfx speed is steady and that nothing's overheating (run Beam in a window with other things going on). Your cpu is more than plenty to atleast run this reliably @ 45fps minimum. Your video card should afford you to run this on max detail with the game running as fast as your cpu can handle. You should be able to run 5~6 vehicles before your machine slows down noticably running the game. Try closing out your web browser, etc, or disabling any recording software/streaming through steam if applicable. If you are running off a hard drive, that could most definitely be it, too.
Your hardware is of fine speed to run this game with no issue. Please watch task manager in a window to see if another program is doing it, keeping an eye on the PC case for the hard disk indicator light flashing to see if it goes in sync with your skips. Let me know what you find (or maybe a developer can tell you better).

Thank you! I cleared my cache and the game no longer has lag spikes. also I looked at my task manager and my CPU was averaging 20% but it was running an average of 3.3 GHz and it is a 3.3 GHz CPU is that bad? IDK if you could tell me that would be great. Thank you!

20% sounds normal for a 1 vehicle load on your CPU

Your cpu is supposed to be @ 3.3ghz when running beam (or higher if it has higher turbo speeds, but 3.3 on a six-core sounds about right). Beam physics are very intensive on the cpu. You won't blow up your computer unless it's incorrectly built(most likely NOT), uses cheapo parts(don't think you did), or is on it's last legs (it's new, it's not). Or if it's full of dust (spent that much, I am sure you clean it regularly every 2~4 months as needed)...
I would only be alarmed if you are playing any cpu or gpu-intensive game and the machine downclocks drastically causing choppy game-play. That'd be a heat issue, or more rarely the power supply getting old (again, this is a recent machine of yours), should that happen.
Your machine will last you a long time bud, so I wouldn't worry about any of that stuff. Just remember these things for years down the road in the unlikely event you have an issue. Glad you had your issues resolved there now, Beam is too fun to be without it!
Don't be suprised if you get a good 4~5+ years out of that machine with possibly a video card update years from now, of playable fun action-filled gaming. The machines I built in 2008 & 2009 with cpu and video upgrades is still going strong!
