Allowed to post unofficial mod ?

I'm allowed to post my unofficial mod (because it change the main files of the games) on the forum ?

(The mod add a siren on all police cars, and horns on all vehicles)

 

not sure but posting modded cars it self is allowed
(modded offical cars)

It edit 3 lua files

 

It should be okay if you can just drop it into the mods folder and it works.

No, you need to edit main files of the game not the mod folder :/

 

Check this out. It replaces an original file, too, but wasn't removed from the forums.
