AI cars don't flee

When I drive a cop car AI cars don't flee from me. I recently did a clean install (because of other issues) and AI cars were fleeing from me and so I added my mods back and got my settings set back up and then AI cars would no longer flee and so I removed all my mods and all my custom configs related to the mods and AI cars still don't flee

 

When using vanilla police car (like gavril grand marshal) it still doesn't work?

 

I had a "Grand Marshal" that I tuned a little bit and thought that might be the issue because I modded it but even with the stock untouched police package it doesn't work (even tried with the "Bluebuck")

 

The only thing i can think of is try safe mode

 

I tried that and it worked so I have no idea what's wrong
